Machinery Regulation 2023/1230: instructions for use checklist.

What your machine instructions must contain, what can go digital and what stays on paper from 20 January 2027.

Build your checklist.

Answer what you know: only what applies to your machine stays. Tick the items as you go. Nothing you enter leaves your browser and nothing is stored.

A practical guide, not legal advice. It paraphrases Regulation (EU) 2023/1230 as published in the Official Journal (OJ L 165, 29.6.2023) and corrected on 4 July 2023, checked on 4 November 2026. TwinWorks does not certify compliance: your team keeps responsibility for conformity.

Digital instructions. The conditions of Article 10(7).

From 20 January 2027, the instructions for use can be supplied in digital format, provided you meet these conditions.

  1. Say how to reach them. On the machine or, where that is not possible, on its packaging or an accompanying document. Art. 10(7)(a)
  2. Make them printable and savable. Users must be able to print, download and save them on a device, so they can read them at all times, including when the machine has broken down. This also applies to instructions built into the machine’s software. Art. 10(7)(b)
  3. Keep them online. For the machine’s expected lifetime and at least 10 years after it is placed on the market. Art. 10(7)(c)
  4. Paper on request. If a user asks at the time of purchase: on paper, free of charge, within one month. Art. 10(7)
  5. Paper safety information for non-professional users. If the machine is intended for them, or they could use it in reasonably foreseeable conditions: the safety information essential for putting it into service and using it safely, on paper. Art. 10(7)
  6. One model, one set of instructions. They must clearly describe the product model they correspond to, in a language users easily understand, as determined by each Member State. Art. 10(7)
  7. The declaration of conformity. Supply the EU declaration of conformity with the machine, or give its internet address or machine-readable code in the instructions. A digital declaration stays online for the machine’s lifetime and at least 10 years. Art. 10(8)

Partly completed machinery follows the same pattern for its assembly instructions (Article 11(7)): marked access, printable and savable, online for at least 10 years after it is placed on the market, and paper on request for the person who incorporates it.

TwinWorks

Instructions on the web, and as PDF.

Published documentation opens in the TwinWorks web viewer in a browser, from a link or a product QR code, and manuals can also be published as PDF files that users download, print and save. Each approval creates a new revision with its author, date and summary.

TwinWorks does not certify compliance. Keeping the link online for ten years or more is part of your plan: unpublishing a document in TwinWorks stops its link. See a sample manual page (illustrative example).

Questions

When does the Machinery Regulation apply?

From 20 January 2027. Regulation (EU) 2023/1230 was adopted on 14 June 2023 and replaces the Machinery Directive 2006/42/EC on that date. Machinery placed on the market under the Directive before 20 January 2027 can still be made available afterwards.

What replaces the Machinery Directive 2006/42/EC?

The Machinery Regulation (EU) 2023/1230. It repeals the Directive with effect from 20 January 2027 and, as a regulation, applies directly in every Member State without being transposed into national law.

Can machine instructions be digital only?

Yes, from 20 January 2027, if you meet Article 10(7): say on the machine how to reach them, let users print, download and save them, and keep them online for the machine’s expected lifetime and at least 10 years. A user can still ask for paper at purchase, and non-professional users get the essential safety information on paper.

Do I still need paper instructions?

In two cases. When a user asks at the time of purchase, you supply the instructions on paper, free of charge, within one month. And if non-professional users may use the machine, the safety information essential for putting it into service and using it safely goes on paper.

How long must digital instructions stay available?

Online for the machine’s expected lifetime and for at least 10 years after it is placed on the market. Digital assembly instructions for partly completed machinery stay online for at least 10 years after it is placed on the market.

What must the instructions for use contain?

Every item of Annex III, Part B, section 1.7.4.2 that applies to the machine, from (a) to (x): manufacturer, designation, declaration of conformity, description, intended use and misuse warnings, installation, putting into service, residual risks, protective measures, maintenance, spare parts, noise, rescue, radiation and hazardous substances.

Is this checklist legal advice?

No. It is a practical guide that paraphrases the official text of Regulation (EU) 2023/1230, checked on 4 November 2026. It does not replace the regulation, harmonised standards or legal advice, and TwinWorks does not certify compliance.
